DISM sometimes requires the original installation medium, such as a USB flash drive or optical disc. You'll have the option to keep your personal files in place--though you'll have to reinstall programs--or to remove everything and do a complete reinstall. This is easily the most frustrating experience that I've had as a technician. If your PC won't boot all the way into Safe Mode, then you'll need your Windows install disc.

And quite often errors like this are actually caused by cruddy Updates! If the same happens on that other boot device, it's not a corrupted OS, but bad hardware.
