Replace MPR.DLL 4.10.1999 from SP3 with the original Windows 98 version 4.10.19983. There is a Microsoft System Information utility (which I didn't know existed until now) that might tell you something useful. It's easy! So...is this something anyone could look into for me? have a peek at these guys

You can start it from outlook (Help - About Microsoft Outlook - System Info). The root cause of the problem is a recent software patch for Outlook 2016.
