You can never fully use 4GB of RAM with a consumer 32-bit Windows OS. The bottom line is that there is absolutely no way to fully use 4GB of RAM with a 32-bit consumer OS - period. There is a physical memory graph that will show you alocation of memory. The windows "system information screen" also confirms that 4gb of ram is detected, but only 3gb usable.
